Gentlemen:

This refers to the inspection conducted under the Resident Inspection Program

by Messrs. M. W. Dickerson and R. E. Collins of this office during the period

October 1-31, 1980, of activities authori::ed by NRC Operating License No. CPR-3a

and to their discussions of the findings with members of your staff at the

conclusion of the inspection.

Areas examined during this inspection are described in our report, which is

enclosed with this letter.

Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews

with cersonnel, and observations by the inspectors.

During this inspection it was found that certain of your activities were not

conducted in full compliance with NRC requirements, as set forth in the Notice

of Violation enclosed herewith as Enclosure (1).

Pursuant to the provisions

of 10 CFR 2.201, you are required to submit to this office within 25 days of

the date of this Notice, a written statement or explanation in reply, including:

(1) admission or denial of the alleged items of noncomoliance; (2) the reasons

for tne items of noncomoliance if acmitted; (3) One corrective steos wnicn have

been taken and the results achieved; (4) corrective steos wnich will be taken

to avoid further items of noncomoliance; and (5) the date wnen full compliance

will be achieved. Under the authority of Section 182 of the Atcmic Energy Act

of 1954, as aroenced, this response shall be submitted under oath of affirmation.
