Inspection 50-289/80-02 and 50-320/80-02

This refers to your letters dated September 22, 1980 and October 6, 1980, in

response to our letter dated September 10, 1980.

Thank you for informing us of the corrective and preventive actions documented

in your letters. These actions will be examined during a subsequent inspection

of your licensed program.

With regard to your coments on Item 0, our review indicates that portable air

sampling equipment was available and could have been used without impact on the

timeliness or effectiveness of your response to the make-up system leak on

February 11, 1980.

Further, all applicable provisions of 10 CFR 20 were in

effect at the time of the entry. There was no emergency involving the saving of

plant equipment or human life nor was there iminent hazard to the public health

and safety. Accordingly, Item C remains as an item of noncompliance and the

corrective actions in this area described in your letter of.0ctober 6,1980 will

be examined during a subsequent inspection of your licensed program.
