Description of Event

On December 9 and 10, 1980, the containmant penetration conductor for the polar crane was energized in Mode 3 by closing the associated circuit breaker (2B1-2A3). Because the overload protection provided by this particular breaker is considered unqualified to adequately protect the penetration, a condition contrary to T.S. 3.8.2.5 and reportable pursuant to T.S. 6.9.1.9.b was created.

Probable Consequences of Occurrence Breaker 2B1-2A3 is administratively kept open in Modes 1,2,3, and 4 by procedure. Because all appropriate precautions were taken when the breaker was closed including returning the breaker to the open position within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, the health and safety of the general public were not affected.

Cause of Event

Circuit breaker 2B1-2A3 was closed to allow the polar crane to be operated. On December 9th the crane was used to inspect a leaking main steam vent valve on top of "C" steam generatur and on the 10th to fermanite a main steam vent valve on top of "B" steam generator.

Immediate Corrective Action

The circuit breaker for the. polar crane was reopened as soon as work was completed and use of the crane was no longer required.

Scheduled Corrective Action No scheduled corrective action is required.

Actions Taken to Prevent Recurrence No further action is required.
