SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 - NRC-0IE REGION II LETTER RII:TCM 50-327/80-30 AND 50-328/80-17 INSPECTION REPORT - RESPONSE TO SEVERITY LEVEL III NONCOMPLIANCE The subject letter dated September 17, 1980, cited TVA with a severity level III noncompliance in accordance with 10 CFR 2.201.

e ENCLOSURE SEQUOYAH' NUCLEAR PLANT UNITS 1 AND 2 RESPONSE TO ITEM OF NONCOMPLIANCE Severity Level III Noncompliance 50-327/80-30. 50-328/80-17 As required by 49 CFR 173 392(c)(6) shipment must be braced so as to prevent leakage or shift of lading under conditions normally incident to transportation.
Contrary to the above, on July 29, 1980, two shipments rec 41ved at the Chem Nuclear Barnwell burial site-(SSR 321627, Trailer #822130, Tractor #343731, Cask #CL-100-1 and SSR #21626, Trailer #823039 Tractor #402438, Cask
- L-100-L) were found without the required bracing.
Corrective Action Taken and Results Achieved TVA has reviewed the subject inspection report and requests that the apparent item of noncompliance be reevaluated based on the following.
Both shipments were secured with four tie-down chains which were a.
considered adequate to prevent leakage or shift of lading under conditions normally incident to transportation.
b.
There was no evidence that either shipment experienced a shift of lading during transport.
A relatively conservative engineering evaluation of a rapid stop of the c.
truck from approximately 70 miles per hour indicated that the shipments in question would not have shifted.
(A stopping distance of 300 feet was used in the evaluation.)
Steps Taken to Avoid Further Recurrence TVA believes that the shipments in question met the requirements of 49 CFR

i 173 392(c)(6) in their as-shipped condition; however, based upon discussions with members of your staff following receipt of the subject report, TVA has taken additional measures to ensure that_ the requirements i
of 49 CFR 173 392(c)(6) are being _ met as indicated below, a.
Temporary measures were-taken to require the installation of. bracing at the bottom of shipping casks before release for shipment.
b.
A permanent revision to RCI-7, " Shipment of Radioactive Materials,"
will provide for installation of antiskid ~ blocks at the base of ship-ping containers where provisions are not built into the transport vehicle.
RCI-7 will require verification of adequate bracing-and antiskid devices before release of the ' vehicle.
Date of Full Compliance This revision to RCI-7 -will be approved and implemented by_0ctober 20, 1980.
