o CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 Tor the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket'50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described _in Section I below

I.

Change Section 11.4.1.4 Replace " Verify that the fire system traneformer deluge valve is shut and its upstream isolativa valve is locked or sealed in the shut position" with " Verify the deluge system automatic isolation valve CV-4101 for the substation transformer area closes on any core spray valve open signal. Verify T-handle override for valve CV-4101 is sealed in the closed / auto position." (Page change attached.)

Discussion The above proposed Technical Specifications change is requested to return the water spray system protecting the yard transformers to automatic operation. By submittal dated Dececher 8, 1978, Consumers Power Company committed to make a facility modification te return the water spray system protecting the yard transfor=ers to aurovtLic operation by installing a normally open isolation valve wh'ch closes on ECCS actuating signals. The implementation date for this modi'ication l

was established as June 30, 1980 or prior to start-up after tha 1980 j

refueling outage by NRC letter dated April 4, 1979.

This facility modification will allow the fire protection system to automatically extinguish (without any operator action) a fire in. the yard transformer area, except when core spray flow is required. The core spray flow capacity of the emergency core cooling system will not be degraded because the design of the fire protection system deluge l

isolation valve will close upon core spray system actuation. This

. feature ensures that the core spray system water flow is not reduced below the 400 gpm required.

Per Fire Code requirements, the T-handle is supplied'as a local override so the valve can be opened in an emergency.

The proposed Technical Specifications change provides surveillance requirements to assure the automatic isolation valve isolates upon core l

spray system actuation.

2 III. Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and. Audit Review Board have reviewed this change and find it acceptable.
