NOTICE OF VIOLATION Southern Califorrita Edison Company P. O. Box 800
.Rosemead, California 91770 Docket flo. 50-361 and 50-362 Construction Permit flo. CPPR-97 and CPPR-98 As a result of the inspection condected on fdarch 3-6, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified:
Appendix B of 10 CFR 50, Criterion V, as addressed in paragraph 5.1 of the Quality Assurance Program in Appendix A to the PSAR, states in part: " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions procedures, or drawings...."
' Bechtel specification CS-E03, Rev. 7, " Cable Splicing, Terminations, and Supports", paragraph 11.1, states in part:
" Safety related (Class IE) power, control and instrumentation field cables of different safety related separation groups (A, B, C or 0) entering a control switchboard, equipment cabinet, panel or terminal box shall maintain a 6 inch minimum physical separation between field cables of redundant safety related separation groups or field cables and internal cabinet wiring of redundant safety related separation groups...."
Contrary to the above, on thrch 5,1981, the following items were identified:
1.
In Unit 2 process instrumentation cabinet 2L188, a Class IE Channel A cable bundle from the Channel A portion of the cabinet and a Class IE Channel B cable bundle from the Channel B portion of the cabinet were routed within two inches of each other in the lower portion of the cabinet prior to being routed into conduits.

In Unit 3 process instrumentation cabinet iL188, redundant Channel A and B cable bundles were within four incacs of each other in the lower portion of the cabinet prior to being routed into conduits.
3.
In the Unit 2 engineered safety features cabinet, two cases were
. identified where th free air space between redundant safety groups was only four inches.
In the Unit 2 reactor protection cabinet, one case was identified where the free air space between redundant safety groups was only one inch.

2-All of the above identified items were field installed wiring.
This is a Severity Level V violation (Supplement II), applicable to both Uni +. 2 and Unit 3.
Pursuant.to the provisions of 10 CFR 2.201, Southern California Edison Company is hereby required to submit to this office within twenty-five days of the date of this flotice, a written stater.ent or explanation in reply, including:
(1)thecorrectivestepswhichhavebeentakenandtheresultsachieved; t2) corrective steps Nhich will be taken co avoid further items of noncompliance; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
