The following information is submitted in response to the NRC generic letter 83-04, Emergency Procedures and Training for Station Blackout Events, dated February 25, 1981.

The enclosed report is submitted pursuant to your request that we provide an assessment of m r existing or planned facility procedures and training programs concerning station blackout.

It is the conclusion of our report that the Georgia Power Company licenses for the Plant Hatch units should not be amended to include station blackout as a design basis event.

While implementation of revised emergency procedures in accordance with NLREG-0737 is beyond the six month schedule specified in your letter, we feel it is the best approach, since interim revisions could create operator confusion.

Accordingly, we request that the six month period be extended to coincide with implementation of NUREG-0737 Emergency Procedures.

We plan no further response in this regard.
