Dear Mr. Finfrock:
df Your letter dated March 16, 1981, requested a second delay in conducting an emergency plan exercise as required by the Technical Specifications for the Oyster Creek Nuclear Generating Station. Your letter stated that the reason for the delay is that you have been expending substantial resources to complete the required training in preparation for the April 1, 1981 implementation of your new Emergency Plan. Further, you indicated that your schedule is further complicated by the upcoming maintenance outage scheduled to begin in April 1981. Our letter dated January 13, 1981 gave previous approval to delay the exercise until March 1981.
We have reviewed your request for a second delay that could postpone the exercise until the end of June 1981. This second postponement, if approved, would mean that about 1 1/2 years would elapse since your last exercise.
Based on our review, we have concluded that you have not provided comp 611ing reasons for a further delay in conducting this exercise. Therefore, unless you can provide additional acceptable reasons for such a delay, we cannot approve your request.
We discussed this matter with Mr. James Knubel of your staff by telephone on March 30, 1981.
