SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION AMENDMENT N0. 63 TO FACILITY OPERATING LICENSE NO. DPR-29, AND AMENDMENT N0. 57 TO FACILITY OPERATING LICENSE NO. DPR-30 COMMONWEALTH EDIS0N COMPANY AND IOWA-ILLIN0IS GAS AND ELECTRIC COMPANY QUA0 CITIES NUCLEAR POWER STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-254 AND 265 I.
INTRODUCTION By lecter dated June 5,1978 and January 8,1979, Comonwealth Edison Company (CECO) requested that corrections be made to provisions in the Technical Specifications for fire protection at the Quad Cities Station Units 1 and 2.
CECO requested also that certain tabulated information be updated to reflect newly added fire protection measures.
II.
DISCUSSION AND EVALUATION Heat and Smoke Detectors The number and placement of heat detectors described in Table 3.12-1 has been corrected and updated. The correct tabulation provides for one heat detector in each of the Unit 1, Unit 2, and Unit 1/2 day tank areas, and two in the Unit 1/2 diesel generator room, with one required to be operable in each of the four areas.
In addition, Table 3.12-1 is updated to include 18 smoke detectors that have been added in the cable spreading room, with 12 required to be operable. The provisions are consistent with the staff's position on fire protecticn at Quad Cities Station and are acceptable.
Cable Spreading Room Sprinklers Table 3.12-2 has been updated to include a newly installed sprinkler system in the cable spreading room. This inclusion is consistent with the staff's position on fire protection at Quad Cities Station and is acceptable.
Diesel Day Tank Section 4.12-G.2.a.(1) has been corrected to state the proper and intended level to be maintained in the fire pump diesel fuel storage day tank as 150 gallons. This amount allows ample operating time (13 hours1.50463e-4 days <br />0.00361 hours <br />2.149471e-5 weeks <br />4.9465e-6 months <br />) to replenish from other sources in the event of loss of the transfer pump between the

. 15,000 gallon storage tank and the day tank. The specification is therefore corrected to show the required level to be maintained as 150 gallons. This specification is consistent with the staff position on fire protection at Quad Cities Station and is acceptable.
III.
ENVIRONMENTAL CONSIDERATIONS We have determined that the amendments do not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.
Having made this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.b(d)(4), that an environmental impact state-ment, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of these amendments.
V.
CONCLUSION We have concluded, based on the considerations discussed above, that:
(1) because the amendments do not involve a significant increase in the probability or consequences of accidents previously considered and do not involve a significant decrease in a safety margin, the amendments do not involve a significant hazards consideration, (2) there is reasonable by operation in the proposed manner, and (3)public will not be endangered assurance that the health and safety of the such activities will be con-ducted in compliance with the Commission's regulations and the issuance of these amendnents will not be inimical to the common defense and security or to the health and safety of the public.
