DPR-42 50-306 DPR-60 Delay in Implementation of NUREG-0737 Post TMI Requirement In our letter dated December 30, 1980 Northern States Power Company committed to have formal procedures in place on April 1, 1981 to satisfy NUREG-0737 Item I.C.5, " Feedback of Operating Experience".
By April 1, 1981 we will have administrative procedures fixing responsibilicies issued and detailed procedures partially issued to implement this requirement. All procedures will not be completed, however.
We have found that to implement the system properly and completely the procedures at each management level cannot be written in parallel, but must be written in series to build on requirements identified in higher level direc t ive s. Complete implementation will therefore take longer than originally planned.
It now appears that completion of all necessary written procedures to comply with item I.C.5 can be completed by July 1, 1931.
As noted in our December 30, 1980 letter, Northern States Power Company has informal procedures in effect to ensure operating experience feedback is occurring and we see no safety significance in delayed issuance of formal procedures.
