Dear Mr. Withers:
The Trojan Nuclear Plant has been identified by the International Atomic Energy Agency (IAEA) under Article 39(b) of the US/IAEA Safeguards Agreement for the application of IAEA safeguards.
10 CFR Part 75 will be utilized to effect the implementation of' this program.
Installation information of the type described in 575.11 should be prepared on the enclosed IAEA Design Information Ouestionnaire (DIO) Forms N-71 and N-72.
Fifteen copies of the completed forms are to be submitted to this office by April 10, 1981, Written instructions which provide guidance in the preparation of these foms have also been included with thin letter.
An initial inventory report and subsequent accounting reports are required by 575.32 and 575.33. The initial inventory report is to be submitted on DOE /NRC Form 742, Material Balance Report. A separate form for each material type should' be prepared by completing blocks 1, 2, 3 and 5 and lines 80, 81 and 82 of the fom. The infomation in the initial inventory report may be based on book values and should show the quantities of all nuclear material l
contained in or at your installation as of your initial inventory reporting l
date, February 28, 1981. This report must be dispatched to the Commission within 20 days after the February 28 initital inventory reporting date, as l-required by 575.32(c).
Utilizing the installation infomation provided under 575.11, the Urdted l
States and the IAEA will negotiate a " facility attachment" for your facility.
To the extent indicated in 575.8(e), you will be provided an opportunity to participate in its preparation A Model Facility Attachment is enclosed for your information. To the extent necessary, the provisions of the Agreement and the " Facility Attachment" will be implemented in your facility through the l
