Narrative

Report for LER 5 0-3 66 /19 81 - 010 On 2-22-81, Unit 2 was operating in the RUN mode at 15% ther-mal power.

The unit was preparing to roll the main turbine.

An RCIC quickstart test was performed as a result of apparent RCIC auto flow controller problems experienced following a

manual initiation during a scram from 13% -thermal power at 14:46 on 2-21-81.

The flow controller would not control -the RCIC turbine properly while in the AUTO position.

RCIC was declared inoperable and was determined reportable under plant Tech Specs section 6 9 1 9.b.

HPCI,, ADS, core spray, and LPCI were operable at the time of the event.

There were no effects upon public health and safety due to this event.

This is a

.noncepetitive occurrence.

The flow controller would not function properly while in the AUTO position due to a loose ribbon connector on the flow control M/A station (vendor GE, part #547121FAAZ2, MPL 2E51-K612).

The connection was repaired, and a quickstart test was performed successfully.

RCIC was declared operable and the unit is now in full compliance with the requirements and no further reporting is required.
