As a result of our continuing review of the operating ifcense' application for the Enrico Fermi Atonic Power Plant Unit 2, we have developed the enclosed

evaluation of your conceptual design plan for Fermi 2 emergency _ response facilities submitted in Appendix H to the Final Safety Analysis Report by Amendnent 33, dated March 31, 1981. The NRC staff guidance for the design of these facilities was transmitted to Detroit Edison Company by our Generic Letter 81-10. " Post-TMI Requirements for the Energency Operations Facility",

dated February 18, 1981', and HUREG-0696, " Functional Criteria for Emergency Response Facilities", dated February 1981.

r The enclosed evaluation was made by deteming whether your emergency response facilities conceptual design plan answered the staff questions or met the staff positions in NUREG-0814, " Methodology for Evaluation of Emergency Response Facilities", Draft' Report for Comnent, August 1981. - Section 1 of the enclosed evaluation sunmarizes major. areas of ~your submittal which require additional inforaation. In S$ctions 2 through 9 of.the enclosed evaluation, the left-hand column reproduces the staff questions and positions of HUREG-0914 and the right-hand column gives our connents on the adequacy of -

your submittal. The questions and positions in NUREG-0814 were prepared from the criteria of HUREG-0695 and the applicable requirements of 10 CFR Part 50; Sections 50.33, 50.47 and 50.54 and Appendix E. ~ NUREG-0814 does not_ contain new requirements. Submittal of an emergency response facilities conceptual 1

desian plan from which a satisfactory response to-the questions and positions -

of UUREG-0814 can be obtained is one neithod of neeting the criteria of l

HiiREG-0696 and the applicable HRC, regulations. The enclosed evaluation, using HUREG-0814.provides additional guidance to assist you in revising your subclttal.

  • .M The Fermi 2 energency response facilities conceptual design' plan provided in your Harch 31, 1981 submittal is not sufficiently detailed to determine if it meets the criteria set forth in NUREG-0696 and the requirenents of-the regulations.

Major deficiencies in the submittal are for in the following areas:

1.

The functions of the technical support center (TSC), the operations support center (OSC) and the vergency operat'ons facility 20F) and how these functions interface with the functions of the control roon during an emergency.

2.

The Justification for locating the TSC a greater distance from the control roon than the distance set forth in W criteria of Nt! REG-0696.

3.

The layout, staffing, connunications and locations of varicus activities within the TSC and EOF.

4.

The staffing and communication for the OSC.

5.

The radiological -

'toring systins, dose assessment and dose projection techniques and hardware for the TSC, OSC ar.! EOF.

6.

The functions, layout, data base, data flow, hardware and software for the data acquisition system.

7.

The training, quality assurance, reliability, human factors engineering and maintenance for the data acquistion systen.

8.

The procedures and equipment for personnel radiologit J1 protection and monitoring.

9.

The equipment and procedures used in the control room during an energency to interface with the emergency response facilities.

cannot be given until you have resubnitted your design pian correcting the. deficiencies l

noted above. Please amend your application by revising your conceptual design plan in accordance with the guidance provided in the enclosed evaluation. Our review c

schedule is based on the assumption that the revised description will be available i

for our review by Decenber 15, 1981. The Fermi 2 energency response facilities nust l

be completed and onerational prior to the issuance of an operating license,' or prior l

to the date by whic operating reactors must complete these facilities, whichever is later.
