Dear Mr. Groce:
The Commission has issued the enclosed Amendment No. 55 to Facility Operating

License No. DPR-36 for Maine Yankee Nuclear Power Station. This amendment consists of changes to the Technical Specifications in response to your application dated February 22, 1980. The amendment:
o adds a flow test requirement to verify the normal Auxiliary Feedwater Flow System (AFWS) flow path, o adds monthly inspections to verify that manual valves in the AFWS are locked in their proper positions to ensure flow from the demineralized water stora9e tanks to the, steam generators.
The enclosed Safety Evaluation Report (SER) documents our review of your respenses to the following staff concerns regarding the AFWS-a.
Upgrading the reliability of the initiation of the AFWS b.
Applicability of current analysis for Main Steamline Breaks (MSLB) under conditions of automatic initiation of AFWS.
l These conce ns were forwarded to you by our letters dated October 30, 1979, December 21, 1979 and IE Bulletin 80-04 dated February 8,1780. Our evaluation of your responses is contained in section 2.0 of the SER.
The SER also documents the staff's short term and long term recommendations that resulted from our reliability evaluation of your AFWS (NUREG-0635).
These were forwarded to you by our letters dated October 18, 1979 and December 21, 1979. Our evaluation of your responses is contained in section 3.0 of the SER.

o Mr. Robert Groce The SER contains the following items for which our review is not complete:
1.
Short Term Recommendation-2 The licensee did not submit sufficient information for the staff to conclude that all failures will result in opening the pneumatic-operated AFW flow control valves. We conclude that the licensee should establish suitable emergency procedures for operation of the pneumatic-operated valves in the event that valves were to fail closed due to an unanticipated failure mode of the common AC bus.
2.
Additional Short Term Recommendation-1 The licensee has not met our recommendation for redundant icvel indicators and low level alarms on the primary water source to alert the operator 20 minutes prior to loss of water to the suction side of the AFW pumps.
3.
Additional Short Term Recommendation-3 The safety grade design (long term requirement) for auxiliary feedwater flow indication is under review. The evaluation will be provided in a supplement to the SER.
4.
Long Term Recommendation GL-1 The licensee has committed to meet the recommendation and has submitted preliminary design information (see new recommendation). The licensee has not proposed Technical Specifications required by our letter dated December 21, 1979 but has conmitted to submit the Technical Specifications upon receipt of our approval of the AFWS safety grade automatic initiation design. The evaluation vill be provided in a supplement to the SER.
5.
Long Term Recommendation GL-2 The licensee has not provided adequate assurance that the single, locked open valve in the line to the prir.ary water source cannot fail closed.
More positive steps to eliminate this concern are required.
6.
Long Term Recommendation - 4b The licensee has not submitted sufficient information to conclude that the licensee's instrumentation meets the requirements of NUREG-0578, 2.1.7b.

Recommendation (Enclosure 2)
The licensee has not provided a response to Enclosure 2 of our October 18, 1979 letter concerning a request for information regarding the design basis for AFW system flow requirements.

New Requirements During the review we became aware of the fact that the licensee had not been required to respond to two generic recommendations regarding the turbine driven AFW pumps:
GS-5 which requires the licensee's design to provide required system flow without AC dependency and GL-3 which requires the licensee's design to provide required system flow aato-matically without AC dependency and to sustain that flow for two hours.
9.
IE Bulletin No. 80-04 The consequences of a main steamline break with continued feedwater addition is under review. The evaluation will be contained in a supplement to the SER.
You are requested to respond to unresolved items 1, 2, 5, 6, 7 and 8 within 60 days of your receipt of this letter.
