Page 1 of 1 Docket No. 50-339 Report No. LER 80-023/03L-0 Description of Event On February 20, 1981, with Unit II at 100% power, it was discovered during the review of the D.C. Distribution Systems surveillance test that data of two previous performances of this test was not usable (2J Diesel only) for comparison on a cell voltage basis. This event is contrary to T.S. 3.8.1.1 and reportable pursuant to T.S. 6.9.1.9.c.

Probable Consequences of Occurrence Since the last test with reliable data (performed on 5/26/80) compared favorably with data from the test performed on 2/18/81, the public health and safety were not affected.

Cause of Event This event occurred as the result of not having the 2J Diesel battery bank in the same condition as utilized on tests performed prior to 9/4/80.

For the surveillance test performed on 12/1/80, the individual cell voltages exhibited a wide divergence from the average voltage which would indicate inadequate equalization. For the test performed on 9/4/80, it is believed that the batteries had just been equalized and the individual cell voltages were read without waiting for the batteries to stabilize.

Either of these case: would render comparisons on a cell voltage basis unreliable.

Immediate Corrective Action The immediate corrective action was to compare the data obtained in the 2/18/81 D.C. Distribution Systems test to the last reliable set of data from the 5/26/80 surveillance test. This data was used to comply with technical specifications.

Scheduled Corrective Action There is no scheduled corrective action at this time.

Actions Taken to Prevent Recurrence Test methodology will be reviewed and the appropriate procedures will be revised as necessary and '.n accordance with manufacture r's recommendations.

Generic Implications There are no generic implications to this event.
