PPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby applies for an limendment to the operating License and for an Amendment to the Technical Specifications contained in Appendi>

A of this license.

The proposed change to the James A. FitzPatrick Operating License seeks to add license conditions related to a System Integrity Measurements Program and Improved Icdine Measurement; capability. The proposed changes to the James A. FitzPatrick Technical Specifications seek to amend Section 3.2, 4.2, 6.2 and

6. 3 of Appendix A to incorporate limiting conditions for operation and surveillance requirements for the Sa fety/Relie f Valve position indication system and to reflect the addition of a Shift Technical Advisor to the plant staff. These changes were requested by the 1

PROPCSED CHANGES TO JAF OPERATZNG LICENSE,DPR-59

1. Add a new Sectica C.(4) worded as follows:

{ "(4) Systems Integrity J

! The licensee shall implement a program to reduce leakage

from systems outside containment that would or could contain highly radioactive fluids during a serious transient or accident to as low as practical levels. This program shall include the following:

1. Prov i as establishing preventive maintenance and pet.adic visual inspection requirements, and

2. Integrated leak test requirements for each system at a frequency not to exceed operating cycle intervals."

2. Add a new Section C. (5) worded as follows:

"(5) Iodine Monitoring The licensee shall implement a program which will ensure the capability to accurately determine the airborne iodine con-centration in arean vital to the mitigation of or recovery from an accident. This program shall include the following:

1. Training of personnel,

2. Procedures for monitoring, and

3. Provisions for maintenance of sampling and analysis equipment."
