Dear Sir:

Enclosed for filing are three (3) signed originals and' nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I, II and III, thereto.

i This application seeks to incorporate new license conditions related to a System Integrity Measurements Program and Improved Iodine Measurements capability into Facility Operating License DPR-59.

This application also seeks to amend Sections 3.2, 4.2, 6.2 and 6.3 of Appendix A to incorporate limiting conditions for operation and surveillance requirements for the Safety / Relief Valve position indication system and to reflect the addition of a Shift Technical Advisor to the plant staff.

These changes were requested in the above referenced document.

The requirements of the referenced letter pertaining to water level instrumentation are presently met by Sections 3.2 (Table 3.2-6) and 4.2 (Table 4.2-6) of Appendix A.

The requirements pertaining to containment isolation are presently met by Section 3.2 (Table 3.2-1), 4.2 (Table 4.2-1) and 3.7 (Table 3.7-1) of Appendix A.

Specifications to incorporate the requirements of the NUREG-0578 TMI-2 Lessons Learned Category "A" items.

Enclosed is a check in the amount of $4,000 as the filing fee per 10CFR 5170.22, which l

the Authority pays under protest pending a final determination of the legality of the fee schedule.
