The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by Carolina Power & Light Company dated September 15, 1980, complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act),

and 'he Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in confornity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this a:nendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Spec-ifications as indicated in the attachment to this license anendment and paragraph 2.C.(2) of Facility Operating License No. DPR-71 is hereby amended to read as follows:

The Technical Specifications contained in Appendices A and B, as revised chrough Amendment No. 30 are hereby incorporated in the lice. 1.

The licensee shall operate the facility in accordance witn the Technical Specifications.

LIMITING CONDITION FOR OPERATION 3.4.2 The safety valve function of all reactor coolant system safery/reflief valves shall be OPERABLE with lift settings within i 1% of the following values.*#

4 Safety-relief valves @ 1105 psig.

4 Safety-relief valves @ 1115 psig.

3 Safety-relief valves @ 1125 psig.

SUIJEILLANCE REQUIREMENTS 4.4.2 The safety valve function of each of the above required safety / relief valves shall be demonstrated OPERABLE by verifying that the bellows on the safety / relief valves have integrity, by instrumentation indication, at least osce per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

  • The lift setting pressure shall correspond to ambient conditions of L1e valves at nominal operating temperature and pressure.

safety-relief valve lift settings shall be arranged such that each safety-relief valve pair has a minimum nominal lift setting differential of 20 psi and shall be within i 1% of the following values:
