NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE a

1 Tne U. S. Nuclear Regulatory Corrriission (the Commission) has issued Amendment No. 30 to facility Operating License No. DPR-71, issued to Carolina Power & Light Company which revised Technical Specifications for operation of the Brunswick Steam Electric Flant, Unit No.1 (the facility) located in Brunswick County, North Carolina.

The amendment is

effective as of its date of issuance.

4 The amendment changes the Technical Specifications for safety-relief l

settings by extending the effective end date until the completic" of the T-cucrcher rt~ification, rather than applying a specific end date.

l The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appro-priate findings as required by the Act and the Conmission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this anendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of the amendment will not result in any significant environmental impact and that pursuant j

j to 10 CFR Section 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with iswance of thie. amendment.
