'4ashington, DC 20555 DOCKET 50-155 - LICEUSE DPR BIG ROCK POINT PLANT - SYSTDIATIC EVALUATION PROGRKi SEISMIC REVIE'd HEC letter dated January 15, 1979 requested Consumers Power Company to provide information concerning our efforts relating to review of Big Rock Point's capability to withstand seismic events. Specifically, Consumers Power Company was requested to outline our program for dccumenting a seismic design basis and provide a schedule for this effort. This letter provides the required response.

/ sign basis for Big Rock Point. Several potential con-sultants have been contacted with respect to performing this voik. The work scope described in these contacts includes:

Previding dynamic models of structures listed in the attachment to this letter.

The models vill be required to be of a scoping nature containing only sufficient detail to enable a reasonable assignment of loads to important structural elements. The models vill be exercised using an appropriate example earthquake design response spectrum to be specified later by Consumers Power Company. The models will be required to be sufficiently general to accommodate a reasonable range of seismic design spectra ao that the design spectrum finally chosen can be incorporated at a later date; 2.

Providing response spectra at locations of rajor mechanical and electrical equipment; 3

Providing results of dyna =ic seissie analysis in a form suitable for incorporation into a structural analysis; k

Providing a structural analysis sufficient to determine whether the structures can withstand the postulated earthquake. The definitions of " withstand" and "the postulated earthquake" vill be developed through parallel SEP efforts involving interaction with the NRC staff and vill be provided to the consultant by Consu=ers Power Company; 5

Developing methods of evaluating the s'upports of plant mechanical and electrical equip =ent utilizing results of analyses in 1, 2 and h above; and 6.

Developing a =ethod for seis=ically qualifying the existing buried fire /ECCS header, buried fuel tanks, lake bed buried cooling vater intake piping and buried electrical conduit.

Consu=ers Power Co=pany expects to have secured the services of a consultant within approximately 30 days. The program described above is expected to be completed in early 1980.

The January 15, 1979 NRC letter suggested that detailed working =eetings between Consu=ers Power Co=pany and the NRC staff to discuss both program scope and schedule would be beneficial. Consu=ers Power Co=pany agrees that such a meeting is desirable. We vill propose a preliminary date for such a

=eeting as soon as possible after obtaining a consultant.
