III.L (Alternative and Cedicated Shutdewn Capability), and III.0 (011 Collection System for Reacter Coolant Pump) of Appendix R pending judicial review.
Davis-Besse 1 The Davis-Sesse Emergency Plan was activated at 9:45 am en January 28, 1981, due to a loss of onsite meteorological assessment capability. This is classified as an " Unusual Event" in the plan. The cause of the event was an earlier de-energization of a station startup transformer which supplies power to the meteoro-icgical tower.
McGuire Unit No. 1 Initial fuel loading was started on Wednesday, January 28, 1981, at approximately 7:00 pm.
TMI Reacter Buildinc Entry A total of thirty persons are scheduled to commence entry into the building on February 3, 1981. Planned activities include the installation of a closed cir-cuit televisien (CCTV) system, decontamination experiments, and additional tcst-ing of the source range neutron detectors.
Periodic and Svstematic Review of Regulations The Federal Recister N6tice and Request for Cerments on the above subject were publisnea on January 23, 1981 (46 FR 7390). The 60-day public comment period ends March 2t, 1981.
Potential Carcinocenicity of Aerosol _Used for Resotrator Fit Testing The staff has learned that a certain type of aerosol used in respirator fit testing, and reco= ended for such use in NUREG-0041, may be a carcinogen. The staff celieves that the use of DOP for fit testing should be minimized or dis-coat'nued until further notice. 50 is werking with IE in drafting an Informaticn Notice to li:ensees to inform them of this situation and of the staff's recc=en-dation.

& Light Company. F1orida Power & Light Company and Saltimore Gas & Electric Company have petitioned the United States Court of Appeals for the District of Columiba Circuit for a Judicial Review of the Comission's final rule on fire protection on January 16, 1981.
Simultaneously, they filed a motion with the Commission to stay Items III.G. (Fire Protection for Safe Shutdown Capability).
III.L. ( Alternative and Dedicated Shutdown Capability), and III.O. (Oil Collection System for Reactor Coolant Pump) of Appendix R pending judicial review.
They request the Cornission to act on the motion no later than February 17,1981 so that they may file a motion for this stay with the Court of Appeals, if the Cornission denies the stay.
DAVIS-BESSE 1 The Davis-Besse Emergency Plan was activated at 9:4E am on January 28, 1981, due to a loss of onsite meterological assessment capability.

Notification of offsite organizations was ac-complished in accordance with the plan, and availability of meterological data from backup sources was confirmed.
Restoration of power to the s*.artup transformer is a requirement for allowing the plant to connence heatup (the l
plant is currently in cold shutdown).
This will ensure restoration of onsite l
meterological assessment capability before the plant returns to power opera-I tion.
The Resident Inspector is monitoring the activities of the plant staff in regard to this event.

Activities inside the RB will continue for ap roximately seven hours on Tuesday and for fcur hours en Thursday, February 5, 1981.
A total of thirty persens are scheduled to participate in the entry during the two days.
The planned activities include the installation of a closed circuit television (CCTV) system, decentamination experiments, and additional testing of the source range neutron detectors.
Eight CCTV cameras will be installed inside the R3.
CCTV monitors will be installed in the control room, entry cc= mand center, and en tne turbine deck.
The eight cameras include zccm and pan capability. The CCTV system will be used to monitor future activities in the RS.
Decontamination experiments, which commenced during the fifth entry, will be continued.
Stripable coatings apolied to the RS flocr in December will be removed and their decontamination effectiveness will be assessed.
Additionally, decentaminatien experiments with concentrated flush solutions will be continued. A decontamination foam will be applied to the vertical surface to test its effectiveness in removing surface ' contamination.

between the NI-2 neutron source range preamplifier and its RB penetration is defective.
During the sixth entry a time dccain raflectemeter will be brought into the RB to test the two NI-2 neutron sensors and tne associated cables.
Prior to the entry, a RB purge will be conducted to reduce the concentrations of Kr-85 gas.
Based on R3 air sample taken on January 25, 1981, there are approximately 10 curies of Kr-85 dispersed in the R3 air.

Radioactive cesium sample results from Well #2 are available througn January 14, 1931. The NRC sent a sample of water from Well #2 to the Radiological and Envircr. mental Sciences Laboratory in Idaho for an independent analysis. Tne results of tne e.nalysis have not yet been received.

Mee:ino of Rock and Soil Mechanics Section (0-151 of ASTM: Leon Seratan, Cnief, 3SE, attended the semi-annual meeting of the Rock and Soil Mechanics Section (0-13) of ASTM, At the ceeting, discussions were held with the officers of Section C 18, subsection chairmen and the membership on the need for and applic; *; ion of ASTM standards in the NRC waste management program.
The discussion was directed at the modification of existing ASTM standards developed in areas other than waste management, as well as the development of new standards. The officers and membershio of Section D-18 supported the initiation of an ASTM standards development program in this area.

Potential Carcinocenicity of terosol Used for Rescirator Fit Testing: The NRC " Manual of Respiratory Protection Against Airborne Radioactive Materials,"
NUREG-0041 (1976), recommends quantitative fit testing for respirators to be used under highly hazardous conditions or materials. The manual also indicates that the chemical di-sec octyl phthalate (DOP), in polydisperse form, is an acceptable aerosol for such tostic. DOP is widely used in industry and in consumer products. The staff has learned that the National Toxicology Program is preparing a report presenting evidence (animal experiments) that 00P is a carcinogen.
Fit testing of respirators using 00P could allow the inhalation of small quantities of DOP during the test; however, these quantities would be small compared to the quantities encountered through certain common industrial and consumer uses of 00P.
Since substitute aerosols, which are believed to be virtually non-hazardous are available and practical for use, the staff believes that the use of DOP for fit testing shculd be minimized or discontinued until further notice.
SD is working with OIE to draft an Information Notice to licensees to infor-them of this situation and of the NRC staff's recomendation.
00E has recently issued an interim recommendation to its jurisdictions that the use of 20P for fit testing be suspended "Until a health hazard assessment can be made."

The Group met with the ED0 on January 16, 1981 to revied accomplishments to date and to outline the approach being taken by the Steering Group to develop a guiding rationale.
It is expected that at tne next meeting of the Working Group, scheduled for February 17, 1981, a consensus will emerge to allow coherent steering of the variotis rulemakings in progress. At its January 28, 1981 meeting, the Group agreed to close out any further activity in the Severe iccident Sequence Analysis (SAS;) area since user offices have indicated the.'c suppc.'t for this RES-sponsoced program.

NMSS staff have responded to all canments and questions and are awaiting further response from the Ccmmission. Unfortunately, accumulated delays which have occurred since writing the Statement of Work in May 1980 have placed actual placement of the work in FY81 in jeopardy.
TVA - Browns Ferry Nuclear Plant Five petitions sige2d by 16 individuals have been filed for leave to intervene and recuest a hearing on the application of TVA for amendments to its three facility operating licenses at its Browns Ferry Nuclear Plant. The amendments would authcrize TVA to store icw-level radioactive wastes generated onsite for a period of five years.

Foreign Nationals Proposed for Work / Training Assicnment The Finnish Institute of Radiation Protection, which signed a lequlatory Arrangement with NRC in September 1980, has proposed Mr. Jukka Laaksonen for a 12-to-1 -month assignment with NRC, beginning in April. The Office of Nuclear Reactor Regulation has expressed interest in this assignee.
The Taiwan Atenic Energy Council has proposed two staff members for work /
training assignments related to operator licensing regulations. This request has been referred to the Office of Nuclear Reactor Regulation.

Menezer, Regional State Liaison O f ficer, RIII, spoke before the Health Planning and Resource Develcpment Associaticn in Cincinnati, Ohio on NRC Incident Response and regulations concerning the transportation of nuclear material.
On January 20, 1981, Mr. Menezer was in Mishicot, Wisconsin meeting with the Regional Advisory Committee.
On January 21, 1981, Mr Menczer was in the County Emergency Operations Center in Manitowoc, Wisconsin to observe an exercise of the Wisconsin Radiological Emergency Response Plan for the Point Beach and Kewaunee f acilities.
During the exercise, Mr.
Menczer met with the Manitowoc County Board Chairman, Mr. James Hendricks, to discuss the local operations.
Additionally, Mr. Menczer was in Two Rivers, Wisconsin observing the Two Rivers Community Hospital response and treatment of injured contaminated workers.
While at the hospital he met with William Sperry, Hospital Administrator to discuss the progress of the exercise activities.
Cn January 22, 1981, Mr. Menczer toured the Kewaunee Nuclear Plant with county and State officials.
He also attended a critique of the exercise in Mishicot, Wisconsin and participated in a public meeting to explain the Wisconsin Plan, also in Mishicot.
On January 23, 1981, Mr. Menczer was in Madison, Wisconsin to l
meet with the Chairman of the Public Service Commission, Mr.
Stanley York, who also serves as the State Liaison Officer; Gcrdon Reece, Deputy Administrator, Division of Emergency Government; and the State Radiological Health Director, Lawrence McDonnell to discuss the new NRC enforcement policy and other matters of mutual concern.
On January 27, Robert E. Trojanowski, RSLO, Region II, participated in an Emergency Planning Information Workshop which was conducted in the region and sponsored by the NRC Regional Public Affairs l
