& CPPR-86 Based on the NRC inspection September 10-12, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indi-cated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

5 As required by Criterion V of Appendix B to 10 CFR 50, implemented by Farley FSAR Sections 17.1.5 and 17.2.5, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawing...and shall be accomplished in accordance with these instructions, procedures, or i
drawings.
Instructions, procedures, or drawings shall include appropriate

quantitative or qualitative acceptance criteria for determining that import-ant activities have been satisfactorily accomplished.
t Contrary to the above:
1.
No documented procedures were prepared to prescribe the preparation by j
Daniel Construction of concrete masonry wall as-built drawings.
2.
The Bechtel survey procedure for concrete masonry walls did not contain appropriate criteria for determing that as-built drawings of the masonry walls had been accurately prepared.

The Bechtel procedure did not contain appropriate instructions to insure that the accuracy of the masonry wall as-built drawings would be verified I
after all construction in Unit 2 is completed.
