Dear Mr. O'Reilly:

On November 12, 1980 Alabama Power Company submitted its re-sponse to the infractions described in the above referenced inspection report. Subsequent to this, Mr. J. J. Lenahan called requesting clarification of our re.ponse for Farley Unit 2. The following information is submitted in response to his request.

Infraction 364/80-37-01

a. Corrective steps which have been taken and the results achieved.

The Bechtel survey procedure for concrete masonry walls has been revised to clearly describe the tasks that will be performed by Daniel and the tasks to be perfonned by Bechtel.

The revised procedure provides methods for identifying attachments and detennining the type of wall construction.

The revised procedure also provides for controls to ensure that the final drawings have been properly verified and certified as accurately reflecting the final as-built condition of the wall. All as-built masonry wall drawings which have been previously issued are being replaced by final drawings prepared in accordance with the revised Bechtel procedure. For Unit 2 (still under construction) these drawinas are prepared after the wall and all attachments are completed.

-, q Mr. James P. O'Reilly Page 2 January 15, 1981 In order to ensure that no attachments are later made to the wall without designer approval, Bechtel has recommended by letters dated December 4,1979 and January 22, 1980 that no field-routed equipment be attached to concrete masonry walls.

Alabama Power Company has administratively implemented the Bechtel recommendations. These steps, while not absolutely prohibiting future attachments to concrete masonry walls, ensure that the effects of any future attachments on a concrete masonry wall will be evaluated by the designer and the ability of the u.ill to meet its design criteria with the attachment verified. Once Unit 2 is placed into operation, operational procedures covering design changes will be applicable to Unit 2 and will assure that no attachments to concrete masonry walls are made without design approval .

b. Corrective steps taken to avoid further noncompliance.

The revised Bechtel procedure will be used for all future work with respect to I.E.Bulletin 80-11. The revised procedure contains adequate controls to avoid further noncompliance.

With respect to future field-routed attachments to concrete masonry walls, Alabama Power believes its existing administrative controls for construction activities and the design change controls which will be effective once Unit 2 is operational are adequate to preclude attachments not approved by the designer.
