Gentlemen:

Subject: Combined Inspection Nos. 50-317/80-12 and 50-318/80-11

This refers to your letter dated September 22, 1980, in response to our

letter dated August 29, 1980.

With regard to the comment' in your letter concerning Unresolved Item

(UNR 50-317/80-12-01 and 5L-318/80-11-01) affecting the protection of

certain vital system components identified in Paragraph 8. USNRC Combined

Inspection Report dated August 29, 1980, this matter has been referred to

the Physical Security Licensing Branch, Division of Safeguards USNRC, for

resolution.

Consequently, until the above matter is resolved, we have no

comment to your response which contends that your "present protective measures

fully comply with the approved MASP." However, we take exception to your

statement in the response to the effect that there was no agreement during the

inspection to review this identified weakness for the purpose of developing

some method of corrective action. Moreover, when the Inspector discussed this

matter asa potential item of noncompliance at the management exit meeting on

July 18,1980, members of your staff agreed to review the course of action

essential to rectifying these weaknesses in your physical protection program

as was restated in the above subject combined inspection report.

Thank you for informing us of the corrective and preventive actions to the

four items of noncompliance documented in your letter.

These actions will be

examined during a subsequent inspection of your licensed program.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, documentation of findings of your control

'

and accounting procedures for safeguarding special nuclear materials and your

facility security procedures are exempt from disclosure; therefore, the attach-

ment to the referenced letter will not be placed in the Public Document Room.
