LER ATTACHMENT - RO // 2-80-83 Facility: BSEP Unit No. 2 Event Date:
11-10-80 During a normal routine inspection on October 10, 1980, a structural steel.
beam in the reactor building was found to have a cracked weld. While' repairing this problem on October 17, it was discovered that this steel beam is used to brace a piping support on the Unit No. 2 EPCI discharge line outside the dry-well. This steel beam / pipe support assembly was immediately fixed and evaluated by engineering as to the.effect of this failure on the HPCI system operability.
This hvaluation determined that the system operability was' not affected due to the small loading involved. United Engineers & Constructors (UE&C) were instruc-ted to perform an analysis'of'this support failure to verify system operability.
On November 10, 1980, UE&C reported that the failed support would cause the piping to exceed allowable stress limits during a design basis seismic event.
