Available Core Cooling Modes: 0TSG "A" or "B" to the main condenser; long-term cooling "B" (OTSG-B); decay heat removal.
RCS Pressure Control Mode:
Standby Pressure Control (SPC) System.
Backup Pressure Control Mode:
One of two decay heat removal pumps to supply pressure in conjunction with variable. recirculation back to the borated water storage tank (BWST) to provide control of. pressure.

No radiation above normally occurring background levels were detected in any of the samples collected from the EPA's air and gamma rate networks during the period from November 5 through November 13, 1980.

Licensee Radioactive fiaterial and Radwaste Shioments. The following snipments were made:
On Monday, November 10, 1980, a 40 ml Unit 2 reactor coolant sample was sent to Babcock and Wilcox (B&W) Lynchburg, Virginia.
On Wednciday, November 12, 1980, a box containing Unit 2
-air fi ner papers was mailed to Teledyne Isotopes, Westwood, New Jersey.
On Wednesday, November 12,1980, a Unit 1,1000 m1, waste evaporator condensate storage tank (WECST)' monthly composite sample was mailed to~Teledyne Isotopes, Westwood, New Jersey.

3 Major Activities 1.
Mini Decay Heat (MDH) Sys_ tem. The MDH system was transferred to tne coerations group on November 10,.1980,' and -continues to be maintained in an operational status.
The proposed technical specifications were i; sued -for this sycem by Order, November ~14,1980.

Fourth Entry into-the Unit 2 Reactor Building.
The fourth entry into the Unit 2 reactor building, with a concurrent building purge, was completed at approximately 2:00 p.m., November 13, 1980.
Three separate entries were made by a total of 12 men.
Based on pre-liminary indicators (dosir..iers), no entry team member exceeded
- 500 mr total body exposure.
A member.of the onsite NRC staff was part of the entry team.
The-maximum stay time iniide the reactor building for any individual was-90 minutes.
The entry tasks. included motion picture filming of the 305' and 347' elevations.
The motion picture film, from inside the reactor building, was made available to the news media.
Still photographs of the steam generators and the pressurizer were made.
Several
' decontamination techniques were tried on test areas on the 305' elevation floor.

Reactor Decay Heat Cooling.
The Loss of Decay Heat to Ambient Test (transfer of reactor decay heat to the reactor building ambient) is continuing.
No appreciable change in reactor core / cooling system
~
steady state (equilibrum) temoeratures have been noticed since the commencement of the test on November 6,1980.
Onsite staff review of this area continues.

4 Meetinos Held 1.
On Monday, November 10, 1980, Commissioner V. Gilinsky, B. Snyder, J. Collins, F. Congel, T. Elsasser and M. Bills (EPA) met with local officials,Lcitizens and press at the Forum in Harrisburg to d4 :uss the contents of the draft Programmatic Environmental Impact 5.:ement (PEIS)..The principal issue raised was the need to have citizen participation in major milestones during the cleanup
. program.
Local' citizens.also wanted to make sure that the Commissioners were aware of their concerns about the cleanup of TMI-2.

On-Wednesday, November 12, 1980, the NRC's newly established Advisory Panel for the Decontamination of TMI-2 held its first meeting at the Forum in Harrisburg.
Seven of the twelve member panel were in attendance.
H. Denton discussed the role of the advisory body to the~ Commission.
The panel wanted to make sure that any recommendations they may make to the Commission will truly be considered in their decisions effecting TMI-2.and that they were.not just a rubber stamp.
B. Snyder briefed the panel on the contents of the draft PEIS.
Panel identified two major issues that will be discussed in future meet'ngs; the disposition of accident generated water from TMI-2 and the disposition of radioactive wastes generated during the cleanup process.
The panel agreed to submit a-report to the Commission by January 31, 1981. The next meeting of the panel is tentatively scheduled for early December.

On Friday, November 14, 1980, J. Collins and G. Kalman conducted-a press conference to discuss the manned entry into the TMI-2 containment building.
G. Kalman was one of twelve people who made the entry.

On Monday, November 17, 1980, B. Snyder, T. Elsasser and EPA representatives will meet with local officials, citizens and press
- at the Baltimore City College in Baltimore, Maryland, to discuss the contents of the draft PEIS.
2.
On Wednesday, November 19, 1980, at 10:30 a.m., J. Collins will-appear on WHP-TV 21 to discur, i.ne status of the cleanup at TMI-2.
3.
On Wednesday, November 19, 1980, at 12:45 p.m., J. Collins will appear on WCMB radio for a live call in show to discuss the status of the cleanup at TMI-2.
4.
On Wednesday, November 19, 1980, B. Snyder, T. Elsasser and EPA representatives will meet with local officials, citizens and press at the Middletown Community Hall to discuss the contents of the-l draft PEIS.
This will be. the final public meeting' prior to the completion of the corment period which ends on November 20, 1980.
