Your letter dated May 23, 1973, reported that a reactor scram and a turbine trip occurred on that date as a result of an electrical disturhanea in one of the tue 115 KV electrical tran< mission lines.
l Following a previous similar occurrence, Iwyvri.ed in your letter dated May 14, 1973, you had identified an apparent decrease in the first stage turbine pressure that is used as the signal source for activating the automatic scram bypass instrsamentation. You determined

that as a consequence of this condition, the scra functions that need to be bypassed to allow startup of the plant would be restored automatically at a load of 33 We rather than at 15

l In your letter dated May 11, 1973, you suhaittai Proposed Chang No.109 relating to changes to corre,ct the abnormi crmdition of the signal pressure. Pending our detailed revicw of Pram =~i Change No.109, you requested in your letter of May 23, 1973, autmrization of an interia 1
method and *hinistrative controls that would allow you to return the Yankee Plant to power, while satisfying the protective system functions i
required in the Tachaie=1 W 4fications.
i The pavpused method involves the use of an==41imry pressure line from the instrumentation air supply to be ennnacted into the existing first stage turbine pressure signal line with.py.vpriate valving. Reactor power would be raised to approach 15 MNe with the specified scram functions bypassed. The calibrated - -414=vy signal will be used with = hini<trative controls for restoring the bypassed scrum functions when reactor power has been raised to 15 MWe load and for unintaining these functian< while increasing reactor power further to a predeterminad value well within the range junitting transfer of the control signal from the =~411mry pressure soerce to the turbine first stage pressure source.

Yankee Atomic Electric Company MAY 2 41973 We have reviewed the 2.ziterim provisions described in your letter dated May 23, 1973, which also includes the installation of an alam that will alert the operator in the control room when the specified scram functions are bypassed; you will have an extra AEC licensed operator in the control room to observe the operation of the bypass instrumentation during startup; you will have detailed written procedures for startup, operation and unloading of the plant while using the interim method of =A=inistrative controls. Based on our review of the inforantion you have sutaitted, we have concluded that startig, operation and unla=Aing of the plant in the manner proposed does not involve a significant hazards consideration and that the health and safety of the public will not be endangered.
Accordingly, you are hereby authorized to operate the Yankee reactor as described in your letter dated May 23, 1973.
