APPLICATION OF ASME CODE CASES N-237 AND N-241 IN THE CONSTRUCTION OF THE CLINTON NUCLEAR POWER' STATION, UNITS 1 AND 2 By letter dated February 18,1980 the Illinois Power Company requested the exemption of certain containment spray and discharge piping fmm hydro-static testing in accordance with ASME Code Cases N-237 and N 441 in regard to the Clinton Power Station.
The first request concerns the containment spray portion of the Residual Heat Removal (RHR) system beyond the last isolation valve (Code Case N-237). All of this piping outboard from the last isolation valve is identified as Class 2 in the Clinton Power Station FSAR, p. 3.2-11.
Code Case N-237 pemits that portion of the ASME Class 2 Containment Spray pip-ing system extending downstman fmm the containment penetration to the containment spray device to be exempted from hydrostatic testing.
It should be noted that the code case requires that the examination of the exempted piping be in accordance with NB 5200 even though the piping is i
ASE Class 2.
The second request pertains to the m11ef valve discharge piping from the l
main stream, HPCS, LPCS, RHR and RCIC systems to the suppression pool; including the submerged portions and teminations. The staff finds this interpretation unacceptable as the code case refers only to the submerged portions of the referenced systems. At a recent meeting (May 7-9,1980) of the ASME Boiler and Pressure Vessel Connittee.the wording of Code Case N-241 was clarified in an errata change to prevent any misinterpre-tations such as that by Illinois Power.
