-With your applications dated May 2 (Change Request 85) and-August 7, 1980 (Change Request 91), filed with the Office of Nuclear Reactor Regulation (0NRR) for i
amendment of Facility License No. DPR-16, your Company submitted a total of two Class II fees ($2,400).
The applications proposed revisions to the Technical Specifications for your Oyster Creek Nuclear Generating Station to define the new management organization.
Your August 7 application was stated to replace entirely the May 2 application.
It is our understanding that the'0NRR staff did not begin-review of your May 2 application because they-had been informed that this application would be superseded.
Based on information provided by the ONRR staff as a result of a preliminary review of your August 7 application, it has been determined that this application is more than a~dministrative in nature in that the realignment of technical and managerial resources to form a new managment organization'for the facility is considered to have safety significance.
On this basis, your August 7 application requires a Class III amendment fee of $4,000.- Since your Company has paid a total of $2,400 (2 Class II fees), an additional sum of $1,600 is due and should be remitted to this~ office.
If the final review of your application by the ONRR staff indicates that this Class III fee is incorrect, an adjustment will be made.
