Dear Sir:
In R. W. Reid's letter of July 29, 1979 to W. P. Stewart (FPC), the Staff requested that FPC propose a change to the Crystal River Operating License,
, Appendix A, and to the license conditions listed in Section 2 (C). Florida Power responded with Technical Specification Change Request No. 50, dated i September 24, 1979 agreeing to that request.
Further review within FPC has been directed to this area. This review has concluded that:
l (a) The secondary water chemistry program is a generic concern and should be addressed accordingly.
(b) The Crystal River 3 Technical Specifications, as is, are not un-duly restrictive in this area.
(c) The Staff should realize that sufficient commercial impetus exists to maintain an adequate secondary water chemistry program thereby precluding the necessity of having any " legal" require-ment. As an alternative, the Staff is requested to consider in-clusion of this requirement in 10 CFR 50.54.
Whereas, the Staff has not taken any apparent action on our proposal (10 months after its submittal), Florida Power hereby withdraws Technical Specification Change Request No. 50.
