We offer the following response to the Item of Noncompliance in the referenced j
inspection report.
NOTICE OF VIOLATION As required by Technical Specification 6.8.3, temporary changes to procedures may be made provided the intent of the original procedure is not altered.
l Contrary to the above, on March 26, 1980, a temporary change to Operating Pro-cedure 414, Revision 5, Nitrogen and Hydrogen System, was used to supply helium to the "B" Steam Generator which was not in the original intent of the procedure.
Response
This Item of Noncompliance was discussed with the affected plant personnel, who were reminded that a temporary change to a procedure cannot be l
made if it changes the original intent of the procedure.
The applicability of i
temporary changes to procedures will also be discussed with all plant person-l nel. Additionally, a new procedure (PT-119) Leak Checking OTSG "C" with Heli-um, has been generated and implemented into the Plant Operating Quality Assur-l ance Manual as of 2 April 1980.
These corrective actions should prevent a re-currence of this deficiency.
