Dear Mr. Grier:
As a result of Enforcement Conference 79-21, Duquesne Light Company cou:mitted to rewrite the Beaver Valley Administrative Procedures and implement them by July 1, 1980. These Procedures were issued in draft form to Company Management and the Duquesne Light Company Quality Assurance Department in early July for comment prior to Onsite Safety Committee recom=endation for approval. Comments received were extensive enough that it became obvious several weeks would be required for the task group to complete another draf t.
Arrangements were made (confirmed by letter) with your site inspector to allow a one month delay in imple-mentation of the r Procedures.
The comments received on the latest draf t were such that it was obvious that further effort would be necessary to convert the Procedures to a finally acceptable form.
Since receipt of all of the comments, one qualified individual has been assigned full time to resolve all out-standing questions. This special assignment is considered essential to avoid any conflict within the Procedures.
It is now o'ovious that an implementation date of August 1,1980 is unobtainable, if a quality product is our prime goal.
It appears that at least three (3) additional weeks will be required.
Accordingly, we are providing this written notification of the necessary delay in implementation of the revised Administrative Procedures to September 1, 1980. You should note during your consideration of this submittal that all administrative rules are in effect at present within the existing approved Administrative Procedures.
