Beaver Valley Power Station, Unit No. 1 Docket No. 50-334 Request for Amendment No. 45 to Operating License DPR-66 Gentlemen:

Enclosed are three (3) signed originals and thirty-seven (37) copies of a proposed change to the Beaver Valley Power Station, Appendix A and Appendix B Technical Specifications which provides for the reorganization of the Onsite Safety Committee (OSC) and the Of fsite Review Committee (ORC), including the establishment of several new positions to provide added management control, as well as a change in the specification of the scope of ORC Audit functions.

Safety Evaluation This administrative change to the Technical Specifications reflects the current, offsite and facility organizations and the proposed composition of the OSC and ORC. The increased staff positions will provide more responsive management and control and are intended to enhance the proper operation of the facility.

The proposed change in the ORC audit functions will permit a sampling of activities to be audited. This change will reflect a more realistic burden for the group being audited as well as the auditors without materially lessening the value of the audit. This change will bring this section into conformance with the standard Technical Specifications.

Station, Unit No. 1 Docket No. 50-334 Request for Amendment No. 45 to Operating License DPR-66 Page 2 The OSC and the ORC have reviewed these proposed changes to the Technical Specifications and have determined that there are no safety implications associated with such changes and that the changes do not constitute an unreviewed safety question.

In accordance with 10 CFR 170.22, we are enclosing a check in the amount of $1,200 for this Class II license amendment.
