Dear Mr. McDuffie:
Your letter of July 9,1980 to Mr. Harold R. Denton has been referred to me for reply.
In your letter, you requested an interpretation of ANSI N45.2.10 as endorsed by Regulatory Guide 1.74 regarding the need for a longhand signature on Certificates of Conformance, Certificates of Compliance, and Certified Test Reports. You state that for material test reports and other documentation pro-vided by suppliers in accordance with the ASME Code,Section III, the practice of several suppliers is to provide initialed, stamped, or similarly annotated documenta tion.
In response to your request, your attention is directed to Section 10.2.d of ANSI N45.2.13 (endorsed by Regulatory Guide 1.123) wherein it is stated that "a certificate of conformance should be attested to by a person who is responsible for this quality assurance function and whose function and position are described in the Purchaser's or Supplier's quality assurance program." We view the signing of a certificate as a meaningful attestation of the validity of the information shown thereon. By " signing," we mean a longhand signature, initials, or a stamp attributable to a particular individual responsible for this quality assurance function.
Should the responsible person not be identified in the purchaser's or supplier's quality assurance program for the specific cases you have in hand, an acceptable alternative would be to obtain a letter from the supplier that identi-fies the person assigned this responsibility and his means of attestation if not by longhand signature.
For the long tenn solution to your request, it is recommended that you forward the particulars of your problem to the American Society of Mechanical Engineers for an official interpretation and possible revision to the oforementioned Code and standards.
