Dear Mr. Eisenhut:

In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District hereby proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Generating Station, Unit No. 1, by submitting forty (40) copies of Proposed Amendment No. 76.

The purpose of these revisions is to assure operation of the Rancho Seco Nuclear Generating Station, Unit No. 1, Cycle 5 core within applicable fuel design and performance criteria.

The proposed changes are shown in Attachment 1 as replacement pages for the Rancho Seco Nuclear Generating Station Technical Specifications:

2.1 SAFETY LIMITS, REACTOR CORE, Figure 2.1-2 2.3 LIMITING SAFETY SYSTEM SETTINGS PROTECTIVE INSTRUMENCATION, Figure 2.3-2 3.5.2.4 THE QUADRANT POWER TILE, Figures 3.5.2-1 through 12 5.3 REACTOR Also attached are Babcock & Wilcox Reports BAW-1667, " Rancho Seco Unit No. 1, Cycle 5 Reload Report" and BAW-1664, " Axial Blanket Lead Test Assembly Licensing Report".

The Reload Report includes a summary of Cycle 4 operating parameters and cont: tins the safety analyses supporting the operating of Lancho Seco Unit No. 1 Cycle 5 core at rated power in accordance with the Technical Specifications provided.
