Dear Mr. Finfrock:
Qy-Your letter dated December.1,1980 requested a delay in conducting an Emergency Preparedness exercise until March 1981.
Your letter indicated that the Oyster Creek Emergency Plan currently in effect would require an exercise approximately November 33, 1980.
The basis for the requested delay is that a significantly upgraded Plan will be submitted by January 2,1981 and implemented by April 1,1981.
The upgrading of the Plan has also involved the State and local govern-mental. agencies resulting in a major revision of their plans'in addition to :ne Oyster Creek P1an.
Ycur letter stated that you feel that conducting an exercise at this time would be counter productive to the uograding effort of Jersey Central Power and Light Company and the State and County authorities.
We agree with.your conclusion.
Your representative has informed.us that the upgraded Plan was forwarded on January 5,1981. Based on,the fact that an upgraded Emergency Plan for Oyster Creek has been submitted, we conclude that the scheduled Emergency Preparedness Exercise can be delayed until March 1981.
