Dear Mr. Abel:

The Commission has issued the enclosed Amendment No. 61 to Facility Operating License No. DPR-39 and Amendment No. 58 to Facility Operating License No. DPR-48 for the Zion Station, Unit Nos.1 and 2, respectively, in response to your filing of August 16, 1979, as revised August 11, 1980 and in response to the Atomic Safety'and Licensing Appeal Board decision on October 2, 1980.

These amendments provide approval of the Guard Training and Qualification Plan and the requirement to follow the plan within 60 days of this approval by the Commission. These amendments also: (1) combine the separate license conditions for the Security Plan, Safeguards Contingency Plan, and the new condition for the Guard Training and Qualification Plan; and (2) delete license conditions 2.C.(7)(c), (d) and (e) related to the spent fuel pool modification.

We have reviewed your Guard Training and Qualification Plan against the requirements of 10 CFR 73.55(b) and general criteria for security personnel set forth in Appendix B of.10 CFR Part 73, and conclude that it is acceptable.

On October 2,1980, the Atomic Safety and Licensing Appeal Board (ALAP-616) affirmed the Initial Decision of the Atomic Safety and Licensing Board on the spent fuel pool modifications. As a result of the ALAP decision, the I

l licensing conditions are being removed on advance notification of heavy load movement, implementation of corrosion surveillance program cn the spent fuel pool racks, and in situ neutron attenuation tests to verify n

boron in the racks. On November 20, 1980, Comonwealth Edison Company reaffirmed commitments made on behalf of their application for the spent fuel pool modifications. The commitments still outstanding will be included l

in the updated FSAR to be submitted pursuant to 10 CFR 50.71(e). We find this acceptable.

Abel Commonwealth Edison Company January 15, 1981 These amendments do not authorize a change in the effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact. Having made this determination, we have further concluded that these amendments involve actions which are insignificant from the standpoint of environmental impact and pursuant to 10 CFR 51.5(d)(4) that an environmental impact statement, or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of these amendments.

These amendments do not involve significant new safety information of a type not considered by a previous Commission safety review of the facility.

They do not involve a significant increase in the probability or consequences of an accident, do not involve a significant decrease in a safety margin, We have and therefore do not involve a significant hazards consideration.

also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by these actions and that the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.

We will continue to withhold your Security Plan, Safeguards Contingency Plan, and Guard Training and Qualification Plan and related materials from public disclosure in accordance with the provisions of 10 CFR 2.790(d).

A copy of the Notice of Issuance is also enclosed.
