COMMONWEALTH EDIS0N COMPANY DOCKET N0. 50-295, ZION STATION UNIT 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 61 License No. DPR-39 The Nuclear Regulatory Commission (the Comission) has found that:

The filing by Commonwealth Edison Company (the licensee) dated A.
16, 1979, as revised August 11, 1980, complies with the August standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and ~ regulations set forth in 10 CFR Chapter I; The facility will operate in conformity with the filing, the B.
provisions of the Act, and the rules and regulations of the Comission; There is reasonable assurance (i) that the activities authorized C.

- Accordingly, paragraph 2.C.(6) of Facility Operating License No.

DPR-39 is hereby amended to read as follows:
Pursuant to the requirements of 10 CFR 50.34(c),10 CFR (6) 50.54(p) and 10 CFR 73.55, as applicable, the licensee shall fully implement and maintain in effect all provisions and changes to the following plans:
(a) Zion Station Unit Nos. I and 2 Physical Security Plan, approved March 14, 1979; (b) Zion Nuclear Power Station Safeguards Contingency Plan, approved November 17, 1980 and to be fully implemented within 30 days; (c) Zion Nuclear Power Station Guard Training and Qualification Plan approved January 15, 1981 and to be fully implemented within 60 days.
Also, paragraph 2.C.(9) has been replaced by the above paragraph and is 3.
therefore deleted.
Paragraphs 2.C.(7)(c), 2.C.(7)(d), and 2.C.(7)(c) are deleted.
4.
This license amendment is effective as of the date of its issuance.

The Nuclear Regulatory Commission (the Comission) has found that:
A.
The filing by Commonwealth Edison Company (the licensee) dated August 16, 1979, as revised August 11, 1980, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the filing, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized ~
by this amendment can be conducted without endangering the health and safety of.the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the comon l
defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part f
51 of the Commission's regulations and all applicable requirements nave been satisfied.
