This letter is to acknowledge receipt of your Inspection Report Number 50-440/

80-25, 50-441/80-23, attached to your letter dated November 19, 1980, which I received on December 1, 1980. This report identifies areas examined by Mr. J.

Hughes during the inspection conducted October 1 through 31, 1980.

Attached to this letter is our response to the item of noncompliance described in Appendix A, Notice of Violation. This response is in accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations.

RESPONSE TO ENFORCDiE!G ITEMS e

Below is our response to Appendix A, Notice of Violation, of United States Nuclear Regulatory Commission I. E. Report 50-440/80-25; 50-441/80-23.

I. Noncompliance 440/80-25-01 A. Infraction 10CFR50, Appendix B, Criterion IX (Control of Special Processes) and PNPP PSAR Chapter 17, Section 17.1.9.6, requires that the contractor...

establish controls over special processes for all safety class equip-ment and structures. As a minimum, the procedures will identify equipment, preparation, parameters, processing details, etc.

CEI Specification for Installation of Safety Class Piping - Group 1, spec, no. SP-44-4549-00, Revision 1, Section 2:04.10 states that

" piping shall be in proper alignment before connections are made.

No piping shall be " cold sprung" or prestressed unless it is so indicated on the Engineer's Drawings".

Contrary to the above, on October 23, 1980, the inspector observed fabricated spool pieces nos. 1-E15-32 and 1-E15-33 were being cold pulled into position.

B. Response 1, As the I. E. Report states, Nonconformance CQC 1922 was initiated to document the NRC inspector's observation. The required inspec-tion was performed to assure that the elastic limits of the pipe had not been exceeded and that the spool pieces had not been " cold sprung".

2. Pullman Power Products Procedure IX-53 has been initiated incor-porating the acceptance criteria outlined on Nonconformance CQC 1922. This procedure will be implemented when it is necessary to pull pipe into the design location to verify / measure for misalignment during installation of the remaining containment spray ring spools in the Units 1 and 2 dome areas.
