The intent of this Information flotice is to alert holders of construction l

pemits and operatino licenses for nuclear power plants of a potentially generic problem involvinn the nalfunctioning cf certain solenoid valves manu-factured by the Valcor Enqineering Corocration (Valcor). The solenoid valves so jnvolved are designated as Valcor Valve flodel flo. V52600-554-1.

Valcor has infomed us that these valves nave only been suoplied to the McGuire f acility; however, since tnese valves were suostituted for solenoid valves of another manufas.turer that did not meet tne requirenents of IE Eulletin flo. 79-01 and its amerdnents, licensees and holders of construction permits should take into account the problem identified in this Information flotice prior to making any similar substitution.

BACKGROUtlD:

l By THX dated June 27, 1930, Valcor submitted a preliminary 10 CFR Part 21 Report addressing the nalfunctioning of Valcor solenoid valves at the IdcGuire i

facili ty.

The malfunctioning valves have been identified as Valcor Valve i

Model flo. 52600-554-1. This TWX was subsequently followed by a letter dated July 3,1980, transmitting a more detailed Part 21 Report entitled," Quality Assurance Report", a copy of which is attached hereto as Enclosure flo.1.

In brief, the malfunction appears to be an intermittent type wherein the valve fails to cycle from OPEfl to CLOSE to OPEfl immediately af ter a sustained period of operation in the energized (OPEt!) mode. Although t% valves are rated for

" continuous operation", Valcor contends that the valve: were not designed to l

meet the operating conditions requiring the immediate (, cling from 0PEli to CLOSE to OPEtl after a sustained period of continuous energization. A major source of the problem, therefore, may be a misunderstanding of the term

" continuous oneration". By letter dated July 14, 1980 to Duke Power Company, Valcor transmitted it; recommendations in this matter entitled, " Outline -
