NOTICE'0F' VIOLATION Columbia University in the City Docket No.70-882 of New York This refers to the inspection conducted by a representative of the Region I (Philadelphia) office at Columbia University, New York, New York, of activities authorized by NRC License No. SNM-870.

During this inspection conducted on November 30-December 1,1978, the following apparent items of noncompliance were identified.

1.

Item 10 of License No. SNM-870 identifies the authorized places of use for plutonium sources possessed by the licensee.

One source, containing 9 grams of plutonium, is authorized to be used only in the Engineering Terrace building.

The licensee possesses only one PuBe source containing 9 grams of plutonium.

Contrary to the above, during an inspection on November 30-December 1,1978, the 9 gram PuBe source was actually located in the Pupin Laboratory building rather than the authorized storage location in in che Engineering Terrace building.

This is an infraction.

10 CFR 40.64(b) requires licensees authorized to possess more than 1000 kilograms of source material (uranium or thorium) to submit to the Commission, within 30 days after September 30 of each year, a statement of his source material inventory.

Certain exceptions to the requirement are provided in 10 CFR 40.64(d).

Contrary to the above, the licensee was found, on December 1,1978, to possess in excess of 1000 kilograms of source material which is not excepted in accordance with 10 CFR 40.64(d).

It was further found that the licensee had not submitted a source material inven-l tory report for at least two years.

This is a deficiency.

Item 14 Of License No. SNM-870 requires that the licensee verify the integrity of U-233 plated foils using the procedures required by Item 12 of the license, which specifies that the test must be performed at least once every three months.

Cratrary to the above, the licensee was unable to locate the U-233 plated foils, and at the time of the inspection indicated that they had not been used for some time.

Further, there were no records of the required leak tests having been performed.

This is an infraction.
