NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Comnissiun (the Conmission) has issued Amend-me its Nos. 79 and 18 to Facility Operating Licenses Nos. DPR-57 and NPF-5, issued to Georgia Power Company, Oglethorpe Power Corporation, Municipal Electric Author-ity of Georgia, and City of Dalton, Georgia, which revised Technical Specifi-cations for operation of the Edwin I. Hatch Nuclear Plant, Units Nos.1 and 2 (the facility) located in Appling County, Ceorgia.

The arendments are effective as of the date of issuance.

These changes to the Technical Specifications involve incorporation of certain of the TMI-2 Lessons Learned Category "A" requirements.

These require-ments concern 1) Emergency Power Supply / Inadequate Core Cooling, 2) Valve Position Indication, 3) Containment Isolation, 4) Shift Technical Advisor Augmentation,

5) Integrity of Systems Outside Containment and 6) Iodine Monitoring.

The application for the amendnent s complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Comnission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these anendments was not required since the amendments do not involve a significant hazards consideration.

Inc tonmission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental inpact appraisal need not be prepared in' connection with the issuance of these amendments.
