Dear Mr. Dwinell:
This is in partial response to your letter of October 11, 1980 in which you requested, pursuant to the Freedom of Information Act, four categories of infonnation relating to Crystal River 3 and information on six named plants reporting high radioactive Iodine-131.
The following responds to your request under paragraphs one through four:
ONE:
See enclosed pages from the Crystal River Final Environmental Statement, specifically page 8-3.
Florida Power Corporation may have re-evaluated cost for Florida Public Service Commission.
TW0: The NRC has not made a specific estimate of the cost of decommissioning Crystal River 3.
We do have, however, cost estimates for decommissioning a similar-sized PWR (slightly larger).
Cost estimates were made in a report by Battelle Pacific Northwest Laboratory for the NRC.1/
The cost of dismantling (removing all radioactive matiirial from the site) for a modern 1100 MWe PWR is given as $42 million (1978 dollars) in NUREG/CR-0130.
THREE:
Unplanned releases of radioactivity are required to be reported in Licensee Event Reports (LERs) which are in the Crystal River 3 Public Document Room (PDR).
In addition, a report of all radioactive releases from the Crystal River 3 site for each six months is submitted to the NRC in the Semiannual Operating Report.
These reports should also be available at the Crystal River 3 PDR.
FOUR:
The process of low-level strontium-90 monitoring involves a long period of time to allow decay of other isotopes in the sample before the Sr-90 level can be determined.

The resampling has been completed and the report is expected to be completed in about a month.
The report will be sent to the Crystal River 3 PDR in the form of a " Revised Licensee Event Report." The licensee expects that the original high level in the first sample will be shown to be in error due to dirt contamination of vegetable material.
A search is currently underway to determine if there are any NRC analyses which would be subject to paragraph five of your request.
