l NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U.- 5. Nuclear Regulatory Comission (the Commission) has issued Amend-ments Nos. 78 and 17 to Facility Operating Licenses Nos. DPR-57 and NPF-5, issued to Georgia Power Company (the licensee), Oglethorpe Power Corpora-tion, Municipal Electric Authority of Georgia, City of Dalton, Georgia, which revised the licenses for operation of the Edwin I. Hatch Nuclear Plant, Units Nos.1 and 2 (the facility), located in Appling County, Georgia. The amendments are efiect'ive as of the date of issuance.

Tr.e amendments revise license conditions to include the Commission-approved Safeguards Contingency Plan as part of the licenses.

This Plan is to be fully implemented within 30 ^ 3 in accordance with the provisions of 10 CFR 73.40(b).

The licensee's filings comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the amendments do not involve a significant hazards con-

sideration.

The Comission has determined that the issuance of these amendments will not result in any > f gnificant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with issuance of the amendments.

The licensee's filing dated Fay 14, 1980, is being withheld from

public disclosure pursuant to 10 CFR 2.790(d). The withiteld information is subject to disclosure in accordance with the provisions of 10 CFR 99.12.
