Georgia Power Company hereby submits the following information in response to your letter dated September 11, 1980, concerning I&E Report 80-35, Infraction - Unit 2 reactor startups with inoperative "A" and "D" scram discharge volume level switches.

Corrective actions taken included the replacement of two (2) scram discharge volume level switches 2C11-N013A and N013D and revision of surveillance procedures.
Existing level switches 2Cll-N013A and N013D were replaced with new Magnetrol Model 751 switches.
The new switches were satisfactorily functionally tested by using float level actuation (by water injection) on July 30, 1980, per Hatch procedure HNP-2-3004, "High Scram Discharge Volume Level Instrument FT&C". Switches were functionally tested and calibrated prior to startup.
Procedures HNP-1-3004 and HNP-2-3004 have been revised since the crushed float discoveries on Unit 2 to include float actua+ ion by water injection every 3 months on Unit 1 and every month on Unit 2 per HNP-1 Tech Specs 4.3.1-1(d), respectively.
Af ter the aforementioned occurrence, all remaining Unit 2 scram discharge volume level switches (i.e., 2Cll-N0138, C, E, and F) were radiographed to assure that no damage to the remaining four (4) floats had occurred.
No damage was indicated.

To prevent further noncompliance, the following actions have been undertaken: After a scram on eithor unit all six (6) scram discharge level piti.hes on the affected unit must be satisfactorily functionally tested per Hatch procedure HNP-1-3004 or HNP-2-3004, "High Scram Discharge Volume Level Instrument FT&C".
In addition, the computcr post trip log is routinely reviewed, when available, following each scram to verify that each switch tripped and reset.

Since each scram discharge volume level switch is physically actuated by water level injection to float chamber after each scram, Plant E. I. Hatch has undertaken adequate precautions such that full compliance with 50-321/80-35 and 50-366/80-35 has already been achieved, i JJ. m PV m._
