20555 October 2, 1980 IE Circular flo. 80-22: C0rlFIRMATI0ft 0F EftPLOYEE OVALIFICATIONS In recent months, the Nuclear Regulatory Commission has determined that in two unrelated actions a utility and an' architect-enoineering company employed technically unqualified individuals as designers / engineers by failing to confirm _ the validity of-their technical and educational qualifications as presented in their enployment aaplications.
In both of these instances, the employers mistakenly assumed that the eersonnel firms supplying these individuals had investigated and confirmed previous _ career experiences.
In view of the fact that the unqualified persons in both of these cases were discovered as a result of alleaations to this effect, rather than through internal company procedures, we believe that tnis matter warrants your attention.
We are hereby reconnending that your employment procedures be reviewed to determine that your company has in effect employment policies which confirm the professional qualific ^ ions of employees.
In the event you conclude that your present procedures do not fully address this matter, we reccmmend that you take prompt remedial action in this regard.
