Dear Mr. Keppler:

'lhis letter is in reference to the Ccansip, Inc. letter, dated July 31, 1980, to Mr. R. H. Engelken, Director Region V, concerning a possible reportable defect under the requirements of 10CFR, Part 21, (see attached). Additionally, our final report on another deficiency conceming Post-IOCA H2 Analyzers, dated August 26, 1980, sent to you, identified this problem.

During an in-house functional test of a Post-IOCA H2 Analyzer at Comsip, Inc.,

the drive shaft of a Reliance IE motor driving a Dia-Vac diaphragm pump snapped in two (2) places. Based on 10CFR50 55(e), Item IV and our Quality Assurance Program requirements, if a vendor reports a Part 21 noncompliance or defect on 1

a Perry Nuclear Power Plant item or activity, CEI is required to report a

l significant deficiency, if our evaluation of the problem concurs, it could be a substantial safety ha-M.

l Subsequent to review by our Engineering and Quality Assurance Departments, the analyzer malfunction was not deemed a significant deficiency, since it only monitors hydrogen concentration and does not provide any automatic control In the un1n ly event that the redundant analyzer would also be functions.
