Dear Mr. Keppler:

'Ihis letter is in reference to the Corsip, Inc. letter, dated July 31, 1930,

.to Mr. _R. H. Dgelken, Director Region V, concerning a possib1e reportable defect under the requirements of 10CFR, Part 21, (see attached). Additionally, our final report on another deficiency conceniing Post-IOCA H2 Analyzers, dated August 26,1980, sent to you, identified this problem.

Dttring an in-house functional test of a Post-IOCA H2 Analyzer at Cc= sip, Inc.,

the drive shaft of a Reliance IE motor driving a Dia-Vac diaphra6m pu=p snapped in two (2) places. Based on 10CFR50 55(e), Item IV and our Quality Assurance

. Program require =ents, if a vendor reports a Part 21 nonco=pliance or defect on a Perry Nuclear Power Plant item or activity, CEI is required to report a significant deficiency, if our evaluation of the probics concurs, it could be a substantial safety ha:ani.

Subsequent to review by our Dgineering and Quality Assurance Departments, the cualyzer malfunction was not deemed a significant deficiency, since it only monitors hydmgen concentration and does not provide any auta=atic contml functions. In the unlikely event that the redundant analyzer would also be rendered inoperable, the other co=ponents of the co=bustible cas control system, (hydmgen reco=biners and back-up purge syste=s), can be started, l

allowing sufficient tir.e for repairs of the h>-drogen analyzer or to manually obtain and analyze for hydrogen. Our review has determined that a possible significant deficiency or reportable defect does not exist under the require-rents of 10CFR50.55(e) and/or Part 21.

Very truly yours, Vti Is My Dalwy!) R. Davidson Vice President System Engineering and Construction DRD:,1eg T10 1
