This refers to the routine resident safety inspection by Messrs. J. Beall and
R
P.. Wilson at the Beaver Valley Power Station in Shippingport, Pennsylvania.
'The reporting period covers the time from September 1 - October. 13, 1989. The
-
. inspection consisted of: document reviews, interviews and observation of
. activities.. The findings were summarized and discussed with you and members of

your staff.at the conclusion of the inspection.

. Based.on the results of this inspection, it appears that in two instances,
- activities-were not conducted in compliance with NRC requirements with respect
to overtime.and communications.
In addition, a weakness was identified in
-oversight by senior' management in the control of overtime during the Unit 2
'lfirst refueling outage.
In responding to violation A, please include your
plans f a correcting this weakness.
