Identification and Descriptien of Occurrence:

Following post maintenance testing of the safety injection pu=p 13-3 (SI-129),

the pump was shutdown to complete part C of SI-129, venting of discharge piping.

One step of the static venting requires a steady flow indica, tion on FI-63-75 while FCV-63-121 is open. This was not obtained. There was a flow indication, however, it was not a steady flow.

Ccnditions Prior to Occurrence:

Plant was in Mode 5 & post =aintenance testing of the 13-3 safety injection pump had been co=pleted.

Action specified in the Technical Specification Surveillance Require:ents cet due to inoperable ecuiccent.

Not Required in Mode 5 Accarent Cause of Occurrence:

Lack of ic=ediate followup action to deter:ine cause before entering code 3 on 6/22/80.

Analysis of Occurrence:

Venting terminated before obtaining steady flow indication.

Corrective Action

This surveillance was sucessfully completed on 6/30/80. This problem was discussed with the individuals perfor=ing the surveillance and it will be discussed in the operators weekly group training to emphasize the importance of cc=pleting surveillance instructions and i==ediate followup action when problecs are encountered. Surveillance Instruction 129 will be reviewed to determine if changes could be made to improve the venting instructions and revised as necessary based on this review.
